Chairman of Energy Law Research Institute and Energy Disputes Arbitration Center

Süleyman Boşça, the founder and managing partner of BOSCA Law Firm, graduated from Ankara University in 2001. Mr. Boşça, who completed his Master’s Degree in Private Law, is also continuing his PhD in Energy Law. He completed the Energy Law Certificate Program organized by the Banking and Commercial Law Research Institute in 2005.  Süleyman Boşça presented papers in many national and international meetings and symposiums in the field of energy law and also gave lectures in this field. He has taken an active role in the preparation, negotiation, and management of many contracts, from energy supply contracts to EPC contracts and dispute resolution process in the energy sector. He is currently Chairman of the Energy Law Research Institute, Chairman of the Energy Efficiency Association Ankara Branch, Africa Coordinator Vice President and Chairman of the Turkey-Seychelles Business Council of the Foreign Economic Relations Board (DEIK), member of the Turkish National Committee of the World Energy Council and Member of the African Energy Chamber.He has experience in the fields of energy law, commercial and corporate law, mergers and acquisitions, project finance, sports law, public procurement contracts and law, intellectual property law.

Prof. İbrahim Ermenek

İbrahim Ermenek was born in 1976 in Silifke. He completed his primary and secondary education in the same place. He graduated from Ankara University Faculty of Law in 1997. He completed his law internship at Ankara Bar Association in 1998. In 1999, he started his career as a research assistant in the Department of Civil Procedure – Enforcement and Bankruptcy Law at Gazi University Faculty of Law. He completed his master’s degree in 2001 and his doctorate in 2008 at Ankara University Institute of Social Sciences. He received the title of Assistant Professor in 2010 and Associate Professor in 2015 at Gazi University Faculty of Law. He is currently the Director of the Vocational School of Justice and the Head of the Department of Civil Procedure – Execution and Bankruptcy Law at the same university. Ermenek also served as the general secretary of the Energy Law Research Institute, which he is founder, until 2010, and is currently the Vice President of the Institute.


EDAC Arbitrator

Vice-Rector of the Tashkent State University of Law, Doctor of Law, Professor of the Department of Private International Law, International Arbitrator, MCIArb. He graduated LLB in 2007 and LLM in 2009 from the Tashkent State Institute of Law. In 2011 he got his Ph.D. and in 2017 his DSc. He specializes in private international law, international investment law, international civil procedure, international commercial and investment arbitration, conciliation procedures, mediation, recognition and enforcement of decisions of foreign courts and arbitration awards. Author of over 100 publications (including monographs, textbooks and teaching tutorials). Recipient of the scholarship and Alumni Association member of the Max Planck Institute for Comparative and International Private Law in Hamburg. He participated as an expert in the development and improvement of the legislation of Uzbekistan in the field of regulation of investment activities, international arbitration, mediation, as well as the development of model BIT and investment agreements. Chairman of the Scientific Council for the awarding of scientific degrees in civil, family, business and private international law. Founder and head of the scientific school on the international dispute resolution, also the head of the information and analytical project “” in the field of resolution of foreign economic disputes in Uzbekistan and the CIS countries. In 2018–2019, he worked as the head of the Department on Legal Protection of the Interests of the Republic of Uzbekistan in International and Foreign Organizations of the Ministry of Justice of the Republic of Uzbekistan. He represented the interests of the Republic of Uzbekistan in international arbitrations and foreign courts, and also represented the country in the sessions of the UNCITRAL Working Group III on ISDS reforms. He is designated member of the arbitration panel of the International Center for Settlement of Investment Disputes (ICSID) from the Republic of Uzbekistan. He is listed in the list of arbitrators of the Hong Kong International Arbitration Center (HKIAC), the Asian International Arbitration Center (AIAC) in Kuala Lumpur (Malaysia), the Independent Arbitration Institute in Delos, Tashkent International Arbitration Centre (TIAC), Ukrainian Arbitration Association (UAA) and international arbitration at the World Intellectual Property Organization (WIPO). Fluent in English, Russian and Uzbek.

Att. Dr. Zuhal BEREKET BAŞ

Att. Dr. Zuhal Bereket Baş graduated from Dicle University Faculty of Law in 1989 and started to work as the Investigation Judge in the 10th Chamber of the Council of State. During her tenure at the Council of State between 1999-2000, she served in Paris to “judge and research” the French Council of State and the Paris Administrative Court, representing the Turkish Council of State. She completed her MSc in Marmara University, Institute of Social Sciences, Department of Public Law in 1995, and prepared her thesis titled “General Principles of Law and Council of State”. In 2002, she completed her doctorate at Marmara University, Institute of Social Sciences, Department of Public Law with her thesis titled “The Absolute Liability of the Administration”. In 2005, while she was working as an Investigation Judge in the 5th Chamber of the Council of State, she left her duty and started to work as a lawyer registered to the Ankara Bar Association. After working as the managing partner [senior partner] of Bulut Law Firm in 2005, he left in September 2011 and established Vizyon Law Firm. Since September 2011, she has been working as a Founding / Managing Partner in Vizyon Law Firm. She is also a Board Member of the Energy Law Research Institute.


EDAC Arbitrator

Filip Balcerzak, is a lawyer, arbitrator and associate professor. He specializes in commercial dispute resolution at both national and international levels. His experience includes advising and representing parties in international arbitrations. He is included in the panels of arbitrators of four courts of arbitration in Poland: Lewiatan Court of Arbitration in Warsaw, Commercial Arbitration Court in Poznań, Court of Arbitration at the Polish Chamber of Commerce for Importers, Exporters and Cooperation in Poznań and Online Arbitration Court in Wrocław. He completed his LL.M. studies at the University of Ottawa, specializing in International Trade and Foreign Investment Law. Subsequently he was granted a Ph.D. in public international law by Adam Mickiewicz University in Poznań. He is fluency in English and Spanish. Currently he is an Associate Professor at the Faculty of Law and Administration of the Adam Mickiewicz University in Poznan. He has authored numerous publications on international investment arbitration.

Att. Arsin Demir, the founder of DEMİR & DEMİR law office, graduated from Marmara University Faculty of Law in 1999 and registered with the Izmir Bar Association. He provides legal services to many corporate companies in areas of specialization such as Energy Law, Commercial Law, Administrative Law, Environmental Law, Labor Law. He has been provided legal services in several projects regarding renewable energy and energy efficiency. He also took part n Turkey Wind Energy Congress, Istanbul Technical University, Meteorology and Law Workshop, Yildiz Technical University Wind Energy Days, International Environment and Energy Conference, International 100% Renewable Energy Conference, Izmir Bar Association Energy Law Panel and Biogas Energy and Environment Conference as a speaker. He provides legal consultancy to Verimder – Energy Efficiency in Buildings Association and serves as the Legal Coordinator of the Environmental Energy Association. He is also the Chairman of the Agricultural Law Association,the Vice Chairman of the International Tourism Association and a Board Member of the Energy Law Research Institute.

Dr. Kabir DUGGAL

Dr. Kabir Duggal focuses on international investment arbitration, international commercial arbitration, and public international law matters, serving as counsel and arbitrator. Dr. Duggal has experience includes complex disputes under numerous bilateral/multilateral investment treaties and contracts worldwide.  He also acts as a Consultant for the United Nations Office of the High Representative for Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UN-OHRLLS) on the creation of a novel “Investment Support Program”.  He has also conducted training and capacity-building sessions for several Governments including Colombia, Saudi Arabia, Myanmar, India, among others on public international law and dispute resolution matters. He serves on the Federal Republic of Somalia’s New York Convention Task Force as well as the WTO Negotiating Team (International Board). He is elected to the Executive Committee of the Board of Directors of the California International Arbitration Council, Inc. (CIAC) and also serves on its Academic Council. He also serves on the Advisory Board of the Boston International Arbitration Council (BIAC). Dr. Duggal is also a member of the Young Practitioners Subcommittee for the Equal Representation in Arbitration Pledge. Dr. Duggal has received several accolades for his work in international arbitration and public international law. He has been ranked as the 4th Most Highly Regarded Future Leader in the Americas by Who’s Who Legal (2019) and was the youngest practitioner to be listed in the Global Listing of Arbitrators by Who’s Who Legal (2020). Dr. Duggal has been ranked as among the “Top Ten Arbitrators” for the Asia Pacific Region by the Bali International Arbitration and Mediation Center (BIAMC) and received the “2019 Equality and Diversity Award in Dispute Resolution” by Prime Dispute in 2020. In 2021, Dr. Duggal was awarded the “2020 Dispute Resolution Practitioner of the Year for the Americas.”

Berceste Elif DURANAY

Elif obtained her LL.B. from Bilkent University and holds an LL.M in Comparative and International Dispute Resolution from the Queen Mary University of London. She is still an LL.M student of private law at Ankara University. After completing her undergraduate degree, she worked in law firms serving many local and foreign energy and mining companies. Afterwards, she served as the in-house legal counsel of one of the biggest conglomerates in Turkey, consisting of companies operating in petroleum (upstream) and gold mining sectors, among other industries. Elif, who has gained experience in international dispute resolution during her career, continues to provide comprehensive legal services with her own law firm to her clients from the energy and mining sectors. She is also the steering committee member of the Campaign for Greener Arbitrations and an ambassador of the Arbitrator Intelligence in Turkey.

Dr. Alper ENER

Dr. Mustafa Alper ENER is a faculty member at Ankara Hacı Bayram Veli (AHBV) University Faculty of Law, Private International Law Department. His academic studies focus on citizenship law, foreigners law, contract law, international trade law, mediation, arbitration and international investment law. He graduated from Başkent University Faculty of Law with full scholarship in 2010. In 2011 he completed his professional training and was an attorney at Ener Law Firm. He was also a researcher at Gazi University Faculty of Law. He successfully completed Columbia Law School Summer Program in American Law in 2012. In 2013 he received his LL.M. degree with the thesis on “Formation of Contract According to CISG” at Gazi University. Dr. ENER studied in Roma La Sapienza University with Erasmus Doctorate Exchange Programme in 2014. He worked as a Senior Non-Key Legal Expert in Ministry of EU Affairs “Services Project” in 2015-2016. Dr. ENER participated in the International Arbitration Training Course offered by Leiden Law School and Permanent Court of Arbitration in 2017. He was a visiting researcher and attended courses at Georgetown Law and School of Foreign Service in 2018-2019. In 2020 he received a PhD in Private Law, with his dissertation “Entry of Foreign Direct Investment in Turkey” at AHBV University. Dr. ENER took part in study visits by several organizations in Azerbaijan, Belarus, Bosnia-Herzegovina, Germany, Italy, Lithuania, Sweden and in the UK. He is a board member of United Young Academics. He is a member of Young International Arbitration Group (YIAG), Young ICSID, ICC Young Arbitrators Forum (YAF).

She graduated from Bahçeşehir University Faculty of Law. She completed her master’s degree in International Energy Law and Regulation at City, University of London. She won The City Law School Prize in Energy, Sustainability and Security and The City Law School Prize in Low Carbon Energy. Tuğçe Ergüden, who wrote her master’s thesis on the extent to which the Energy Charter Agreement provides the investor states with environmental protection, graduated with high honor. At the same time, she publishes her articles on environmental and energy law in Turkish and English in various magazines, and since 2019 she has been working as a law editor in the London-based China Europe Commercial Collaboration magazine on maritime and commercial law. In addition, Tuğçe Ergüden, has advanced knowledge of English and is also a sworn translator in English-Turkish.

Aybike Karahan Gökdere was born in 1990 in Sivas. She completed her undergraduate education at Kırıkkale University Faculty of Law in 2011. During her law internship and continuation process that she started in 2012, she provided legal consultancy services on “Joint Venture” and “Consortium”. She completed her master’s degree in Commercial Law at Ankara University in 2014 with her thesis on “Harmonized Actions in Competition Law” in 2017. She still continues her doctorate education, which she started in the field of Commercial Law at Ankara University in 2017. She is currently working on her doctoral dissertation on “Insurance General Conditions”. She is working as a research assistant in the field of Commercial Law at İnönü University Faculty of Law.

Mert Karamustafaoğlu graduated from Istanbul Faculty of Law in 1999 and started to work as a competition specialist in the Competition Authority. Karamustafaoğlu, who spent 15 years of his working life in the positions of expert, assistant expert and chief expert in the Competition Authority, has been actively involved in privatization and all kinds of competition law examinations, especially in the electricity, fuel, natural gas, mining sectors. In addition, Mert Karamustafaoğlu, who frequently takes part in legislative studies and training activities carried out before the Competition Authority, participated in the preparation of secondary legislation on competition law, in-service training and certified internship programs. Mert Karamustafaoğlu completed his master’s degree in law at Freie Universität in Berlin in 2010 and is currently doing his doctorate in the field of energy and competition law at the same university. Mert Karamustafaoğlu, who has presented papers in areas such as competition law, energy law and consumer law at various scientific meetings, also works as an instructor within the scope of many competition law training programs organized by universities and other organizations.

Dr. Bünyamin KARTAL

Bünyamin Kartal was born in Hatay in 1991. He completed his undergraduate education at Ankara University Faculty of Law and graduated in 2013. He worked as a freelance lawyer until the middle of 2015. Kartal, who is closely interested in energy law, completed his master’s degree in Gazi University Institute of Social Sciences with his thesis on “Resolution of Disputes within the Framework of Energy Charter Agreement and Arbitration of Stockholm Chamber of Commerce”. He wrote articles on Expertise Practices in Energy Law and Jurisdiction Problems in Requests Regarding Energy Charter Agreement. Working on his doctoral thesis on “The Effect of Concordat on Continuous Debt Relations” at Ankara Hacı Bayram Veli University Institute of Social Sciences, Kartal is currently working as a research assistant in the Department of Civil Procedure and Enforcement-Bankruptcy Law at İnönü University Faculty of Law.

Ömer Faruk Kırbıyık, the founder and managing partner of Kırbıyık Law Firm, graduated from Istanbul University Faculty of Law. He completed financial analysis, financial management and financial accounting courses at Istanbul University Faculty of Business Administration. He is currently working on the master thesis as part of his master studies on Money, Capital Markets and Financial Institutions at Istanbul University and he holds the Corporate Governance Rating License issued by the Capital Markets Authority and the Capital Market Activities Level 3 License. He has taken active role in the preparation, negotiation, management and dispute resolution process of many contracts in the fields of commercial and corporate law, capital markets, energy law, mergers and acquisitions, investment processes and relations between partnerships.

Suat Cem Kutlay graduated from the Faculty of Law, Ankara University in 2015. Mr. Kutlay completed his legal internship in 2016 and in 2019 successfully completed a Master of Laws (LLM) in Energy and Natural Resources Law from Queen Mary University of London (QMUL), a member of the prestigious Russel Group Universities, UK. His master’s thesis examined “The Protection of Minority Shareholders in Investor v State Arbitration in the Energy Sector”. He is currently a self employed lawyer registered in the Ankara Bar Association. He is fluent in professional English and his main areas of practice are Contract Law, Corporate and Commercial Law.

Ayse Lowe joined Bench Walk Advisors in 2018 and is a Director and Head of European Origination, based in London. She has an outstanding reputation in the litigation funding industry, where she originates, underwrites, and monitors funding in various litigation sectors including international and commercial arbitration, insolvency, class actions and global litigation matters as well as law firm and corporate portfolio arrangements and defense funding. Prior to joining Bench Walk Advisors, Ayse worked as a Technical Manager in Arthur J Gallagher’s dispute resolution team where she worked with international law firms and litigation funders around the world to deliver funding and insurance solutions. She has seven years senior technical underwriting experience with a global funder based in London, where she reviewed over 400 cases a year. Ayse has been instrumental in the drafting of rules on third-party funding for both UNCITRAL and ICSID and is recognised as a ‘Thought Leader: Third-Party Funding’ by Who’s Who Legal. She won ‘Leading Dispute Resolution Expert’ at the Lawyer Monthly Awards 2020 as well as “The Best Litigation Funder in the UK” at the Finance Monthly Awards 2021 and speaks regularly at key industry conferences including GAR, Legal 500 GC Summit and EFILA Annual Conference. Victoria Ritah Nalule is an attorney who is an Energy and Mining expert and consultant with extensive experience working on various projects in different areas of the world. She has more than ten years of experience in Energy law, Mining law, and international arbitration and has written many books in this field. Her working area covers various topics such as energy, oil, mining, gas, renewable energy, climate change, transparency, and governance issues. She completed her master’s degree in Petroleum and Mining Law and Policy in 2014 and her doctorate in International Energy Law and Policy in 2018. She is currently Chief Consultant at Nalule Energy and Mineral Consultancy, Founder and Executive Director in Africa Energy and Mining Management Initiative, and visiting lecturer at various universities. She knows English and Ugandan languages.

He graduated from Bilkent University Faculty of Law. He completed his master’s degree on Energy and Arbitration Law at SOAS University of London. He is the founding partner of Özdemir & Özcan Law Firm to continue his career as a self-employed lawyer registered in Ankara Bar Association. He works in the fields of Energy Law, M&A, Contract Law, Sports Law, commercial disputes and national and international arbitration. He is a member of the disciplinary board of Turkey Boxing Federation and a board member in a high-level energy company.

Syed Muaz SHAH

EDAC Pakistan Representative

He received his LLB degree at the University of London in 2018. During his career, he took various positions in different reputable companies. He worked with INGO projects as consultant (i.e. UNWOMEN, al-Khidmat, Islamic Relief, and others). His areas of expertise are human rights, particularly children & women rights, and Islamic law. He is currently engaged in corporate legal affairs and consultancy handling contracts & risk and compliance matters for multiple IT-startups based in the US. He also is legal academic at Ziauddin University in Karachi, Pakistan as Director of Centre for Human Rights. He is a partner at a Dubai-based law firm Global A&C Alliance (GACA). Also, he is a member of International Bar Association, Amnesty International, YIAG, HRCP, Pakistan Institute of International Affairs, YMI, YAG. He can speak English, Urdu, Russian, Partial Arabic, German, Chinese.

Mehmet Yılmazer, who has been a qualified lawyer since 2004, he completed LL.M in Competition Law at King’s College London, in 2010.  Mehmet Yılmazer has worked as the legal director at “AKFEL, TREDAŞ, ÇALIK Holding” which are the leading construction and energy companies in Turkey and contributed actively to construction project of Yavuz Sultan Selim Bridge. Afterwards, Mr. Yılmazer, has established “Yılmazer Attorneyship and Consulting”. As Yılmazer Attorneyship and Consulting Mr. Yılmazer contributed and provided legal consultancy services for several important projects within Turkey. Such as for the S&P contract negotiations of Fatih Drill Ship and for the charter contract of the world’s largest FSRU ship. Mr. Yılmazer and his team, within the Yılmazer Attorneyship and Consulting, continue to provide legal consultancy services for corporate companies active within the energy sector regarding natural gas and electricity market regulations besides the corporate law, competition law, personal data protection law, and enterprise law. Mehmet Yılmazer has full professional proficiency in English and as a second foreign language Russian at beginner level.
